Joint operating plan of Vneshekonombank Group and the Government of the Samara region for complex development of the Samara region territory for 2014-2019 years was signed

On Monday, September 1, 2014, acting Governor of the Samara region Nikolay Merkushkin and Chairman of the State Corporation “The Bank for development and international economic activity (Vneshekonombank)” Vladimir Dmitriev held a working meeting in Moscow within the framework of which Join operating plan of “Vneshekonombank” Group” and the Government of the Samara region on complex development of the Samara region territory for 2014-2019 years was signed.

Upon initiative of the Government of the Samara region 23 projects worth a total of more than 162 billion rubles were submitted for consideration to Vneshekonombank Group. Projects involving the development of agroindustrial and industrial complexes, transport infrastructure and tourism and recreation cluster were defined as the main areas of joint activity.

Among the investment projects included in the Joint operating plan submitted for signing, there are both the projects initiated by the Corporation and being implemented now with participation of Vneshekonombank and the projects that are planned to be submitted for consideration of Vneshekonombank and its subsidiary banks and companies.

In accordance with the Plan parties intend to cooperate in the field of fundraising for investment projects that are implemented, among other, under conditions of private public partnership, and jointly design mechanisms for their implementation.

Vneshekonombank has cooperated with the Samara region for a number of years. According to Vladimir Dmitriev, the link between the credit institution and the region is firm and longstanding. “Historically our relations with the Samara region have been very close. Some time ago we established Samara Region Development Corporation that is a convenient tool for implementation of our joint projects. “

Samara Region Development Corporation, where “Vneshekonombank” is a shareholder, together with “Kurumoch-Invest” CJSC are implementing the project on Kurumoch airport development. Credit financing of the project is carried out by Vneshekonombank. At the end of 2014 a new passenger terminal with the capacity of 3.5 million passengers per year will be opened. Within the framework of the investment program the existing terminal was renovated, the new cargo terminal is under construction and utility systems and services are being renovated.

The largest project in the field of regional agriculture supported by Vneshekonombank is a poultry complex in Sergievsky district of the Samara region that is now under construction. Plant will produce 50 thousand tons of poultry meat per year, 1580 new work places will be created. The total amount of investments to the project will constitute about 10 billion rubles. Moreover, it was noted that Vneshekonombank will consider possibility to fund other projects in agroindustrial complex of the region.

Within the framework of cooperation agreement, Vneshekonombank will not only provide credit funding for the regional investment projects but also give consultant and methodological assistance. “It is really important for us to have a lot of projects that are implemented on the principles of private public partnership, and we are ready to give a significant assistance in this field”, - stated the Head of Vneshekonombank.

“Signed agreement is extremely important for us because part of funds provided by Vneshekonombank will be allocated for preparation of matches of FIFA World Cup 2018 in the region. This document will allow solving the problems that currently exist in the region more quickly.”, - Nikolay Merkushkin explained to the media.

We would like to remember that on March 18,2014 a working meeting chaired by Vice-Governor – Chairman of the Government of the Samara region A.P. Nefedov was held with participation of representatives of governmental authorities of the Samara region, Vneshekonombank and its subsidiary companies as well as Samara Region Development Corporation. Work group formed on the part of the region together with Department of regional policy, other departments of Vneshekonombank as well as companies of Vneshekonombank Group carried out a selection and approved the list of actions and investment projects for including in the Joint operating plan of Vneshekonombank Group and the Government of the Samara region on the complex development of the Samara region territory for 2014-2019 years.
